5. Solid Waste (Paul Smith) <br />The Shoreview plan contains solid and hazardous waste elements <br />describing current waste management services in the city and <br />Ramsey County. The solid waste element describes the location of <br />the recycling facilities that operate within the city, the waste <br />haulers who are licensed by the city and Ramsey County's diseased <br />tree waste chipping facility. It also contains an estimate of <br />the amount of solid waste generated within the city. The <br />hazardous waste element of the plan describes the legislative <br />authority of the Waste Management Board and the process that <br />local units of government can use to petition for a local <br />hazardous waste treatment facility. <br />The solid and hazardous waste elements of the plan demonstrate <br />local responsibility and commitment for dealing with these <br />controversial issues and the city is to be commended for <br />addressing these matters. <br />Shoreview has also indicated that the city has adopted an <br />ordinance governing the collection and disposal of solid waste <br />within its boundaries, per the statutory requirement under the <br />1976 Solid Waste Act (Minnesota Statutes Section 473.811). <br />V. FINDINGS OF FACT AND CONCLUSIONS <br />A. General Findings <br />1. The City of Shoreview's Comprehensive plan has been submitted to <br />the Metropolitan Council for review under Section 473.175 and <br />Sections 473.851 to 473.872 of the Minnesota Statutes. <br />2. The City of Shoreview is located in Ramsey County in Council <br />District 4. It is bordered by Anoka County and the communities <br />of Blaine, Circle Pines, Lino Lakes, Roseville, White Bear <br />Township, North Oaks, Vadnais Heights, Little Canada, Arden Hills <br />and Moundsview. <br />3. Shoreview has satisfied the requirement in Section 473.858, <br />Subdivision 2 of the Minnesota Statutes that its comprehensive <br />plan be circulated to adjacent governmental units at least six <br />months prior to consideration by the Council. <br />4. Shoreview's comprehensive plan addresses the protection and <br />development of access to direct sunlight for solar energy systems <br />as required in Section 473.859 at the Metropolitan Land Planning <br />Act, as amended. <br />B. Conformity with Metropolitan System Plans <br />1. Transportation <br />Shoreview's transportation element is in conformity with the <br />Transportation Policy Plan. <br />- 10 - <br />4 <br />
