2. Sewers <br />a. The sewer element of the city's comprehensive plan meets the <br />content requirements of a sewer policy plan, but not a <br />comprehensive sewer plan. <br />b. Shoreview's 1990 flow projection (2.3 mgd) is slightly higher <br />than the Council revised interim estimate (2.24 mgd). The <br />difference in flow forecast will not have an impact on the <br />metropolitan system. However, the Council will use 2.24 mgd <br />for regional planning purposes. <br />3. Parks <br />The Shoreview comprehensive plan is in conformity with the <br />Regional Recreation Open Space System. <br />4. Airports <br />Based upon the Draft Master Study Report for Anoka County - Blaine <br />Airport, there are potential airspace height zoning and aircraft <br />overflight and noise impacts in that portion of Shoreview <br />northwest of Rice Creek. The Shoreview plan identifies that area <br />for future light industrial development which would be a <br />compatible land use. The comprehensive plan adequately addresses <br />the need for coordination with the Metropolitan Airports <br />Commission on the Anoka Master Plan Study; control of general <br />airspace obstructions and definition of seaplane use areas. <br />Shoreview's comprehensive plan is consistent with the Aviation <br />Chapter of the Metropolitan Development Guide. <br />C. Compatibility with Other Governmental Units' Plans <br />1. Adjacent and affected governmental units have been notified that <br />Shoreview's comprehensive plan is being reviewed by the <br />Metropolitan Council. <br />2. No major incompatibilities between Shoreview's plan and the plans <br />of adjacent governmental units and the Mounds View (621) and <br />Roseville (623) school districts have been noted. However, <br />Shoreview should forward its final comprehensive sewer plan to <br />Lino Lakes. <br />3. The Metropolitan Waste Control Commission noted that the city <br />needs to add several items to its sewer policy plan. The <br />Commission's comments are contained in Attachment 3. <br />D. Consistency with Other Guide Chapters <br />1. Metropolitan Development Framework <br />a. The forecasts of population and housing in the Shoreview plan <br />are somewhat higher than those of the Metropolitan Council. <br />The central question raised by forecasts higher than the <br />Development Framework is whether the forecasted levels can be <br />served by metropolitan systems.
