MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2006 <br />RESOLUTION NO.2006-71-287 -APPROVING A LITTLE CANADA <br />FIRE RELIEF ASSOCIATION PENSION BENEFIT INCREASE <br />FROM $2,850 PER YEAR OF SERVICE TO $2,950 PER YEAR OF <br />SERVICE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ADMINIS- The City Administrator reported that the Mounds View City Manager <br />TRATIVE is asking for supporC for legislative changes that would allow cities Co <br />I+INES collect administrative fines for certain types of violations. The <br />Administrator indicated ChaC he strongly supports this concept due to the <br />ability to address issues aC less cost and penalty to violators than statutory <br />offenses. Examples of offenses would he speeding tickets for speed <br />violations under ]0 miles per hour, parking violations, animal ordinance <br />violations, to name a few. The use of administrative fines for minor <br />offenses would also lessen the burden on the court system. <br />The Administrator noted that the Mounds View City Manager would like <br />to approach Ramsey County about making this a part of their 2007 <br />legislative agenda. The Administrator also suggested that the City's local <br />representative be contacted relative to the support of legislation for <br />administrative fines. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-77-282 -AUTHORIZING THE CITY <br />ADMINISTRATOR AND THE MAYOR TO SEND A LETTER OF <br />SUPPORT FOR LEGISLATION ALLOWING CITIES THE USE OF <br />THE ADMINISTRATIVE FINE PROCESS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ORGANIZED The City Administrator presented to the Council for approval an <br />COLLECTION Organized Collection Contract which incorporated the changes that the <br />CONTRACT Council discussed last month. The Administrator reviewed these changes <br />as outlined in his agenda memo. He noted that Little Canada's organized <br />collection rate is proposed at 5% over what North St. Paul is paying. The <br />reason for this difference is that North St. Paul has one hauler and a more <br />densely populated coverage area. Little Canada has a four hauler system. <br />10 <br />
