MINUTES <br />CITY COUNCIL <br />NOVF,MBER 20, 2006 <br />The Administrator noted that when comparing the rates to the open hauler <br />system, the Little Canada rates are a very good deal. <br />Other changes of note is that single sort collection will start as soon as <br />possible for the entire City except those residences that have Gene's <br />Disposal. Gene's Disposal is not able to accommodate single-sort, and his <br />customers would prefer to retain Gene as their provider. Another key <br />point is that bulky item pick up is included for an additional $1 per month, <br />which will allow property owners to have three items per residence per <br />year collected aC no additional cost. <br />Keis asked that the contract be clarified as to what constitutes a bulky <br />item. He noted Che discussion from the last meeting that a mattress and <br />box spring would be counted as separate items. He asked if individual <br />tires would be considered on item or would four Cires be an item. <br />Blesener noted the tax that is applied against Che rate. The Administrator <br />indicated that the tax is quite high at 37.75%, and is paid on everything <br />except for recycling. To help with this, the City will be structuring the <br />rate to put higher costs to recycling, thus saving property owners some tax <br />costs. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-11-283 -APPROVING THE ORGAN77.ED <br />COLLECTION CONTRACT WITH THE DIRECTION FOR BETTER <br />CLARIFICATION OF THE BULKY ITEM PROVISION, AND <br />AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br />EXECUTE THE CONTRACT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />TOOL CAT The City Administrator noted thaC as parC of the 2007 Budget, a tool cat <br />has been budgeted for the Public Works and Parks Departments. This <br />piece of equipment will be valuable in snow removal operations on <br />sidewalks and trails as well as will be used in the summer for parks <br />maintenance activities. Staff is proposing that the Cool cat be purchased at <br />this time as it can be purchased at a discounted price. There is also a price <br />increase planned for January, 2007. The savings would be approximately <br />$2,400 to purchase the tool cat at this time. Funding for the purchase <br />would come from the City's General Capital Improvement Fund. <br />11 <br />
