MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2006 <br />Johnson stated that the holding pond will hold the majority of the run-off <br />for this development. Allan pointed out that the there will be more run-off <br />from the turf grass that will be installed as homes are developed than from <br />Che native vegetation Chat is being replaced. Allan asked about the buffer <br />area. Johnson reported that the development meets the standard for an <br />average 75 foot buffer, and actually exceeds the standard. Johnson <br />indicated that the smallest buffer area is on Lot 3. <br />Allan asked about the reference to MN DOT mix in relationship to the no <br />disturb zone. The City Planner pointed out Chat there will be no <br />disturbance within the no disturb zone. The holding pond area will be <br />planted with a MN DOT mix. The Planner also noted the <br />recommendation for additional landscaping around the pond. <br />The City Engineer reported that the drainage calculations included the <br />entire development and the required ponding. The Engineer pointed out <br />that when the pond is full, the overflow from the pond is proposed to <br />following The natural drainage path to the lake. The Engineer indicated <br />that the aerial he is asking for will show that route to the lake. <br />Johnson stated that he was not aware that the City Engineer wanted this <br />aerial and indicated that he will make this submittal. <br />Keis noted the need for a lift station, and asked if it will meet the City's <br />standards. The City Engineer stated that the lift station will be built to <br />City standards. Once it is constructed and accepted by the City, the City <br />will maintain the lift station. <br />Blesener asked if the absence of this aerial precluded the Council from <br />approving the preliminary plat. The City Engineer stated that he would <br />like to review the aerial prior to the Council taking action on the <br />preliminary plat. <br />John Sculley, 3000 LaBore Road, asked if there will be an inlet and outlet <br />for the holding pond. The City Engineer replied that there would be. <br />Water from Che streeC will be directed into the holding pond. Sculley <br />asked if there will be inspections to ensure that proper drainage is being <br />maintained so Chere is no further darnage being done to the property to the <br />souCh. The Engineer replied that silt fencing will have Co be installed prior <br />to any disturbance, and other erosion control measures Caken. Once <br />improvements are started, there are requirements for how quickly <br />disturbed areas need to be seeded. <br />Sculley asked if additional holding ponds would be constructed if one <br />proves Co be inadequate. Sculley pointed out that this is a wet area, and he <br />
