MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2006 <br />was concerned ChaC given the water Cable, the pond will fill up with water <br />as soon as it is dug. Sculley reported that his father installed ditches <br />through his property in the early 1950's Co control water. However, given <br />Che construction which has occurred around his property, it is now getting <br />flooded. Sculley asked who will be responsible Co correct Che situation if <br />the drainage plans presented do not control water flowing from the north <br />to the south. Sculley also asked how many yards of fill he could bring into <br />his property without a permit. The City Administrator reported thaC all <br />filling requires a permit. Under 100 yards of fill requires an <br />administrative permiC, while 100 yards or more require Council approval. <br />The City Engineer reported that the pond proposed is an infiltration pond <br />as well as a storm water pond. The pond is designed to handle Che run-off <br />from this developmenC and control Che rate up to a 100 year storm. <br />Sculley stated that he does not want any more water on his property than <br />he is already getting. Sculley asked if there was the possibility that Little <br />Canada could work with Maplewood to correct the drainage problem <br />around the dike at the south end of the Little Canada border. Sculley <br />believed that the area at the base of the dike needed Co be cleaned so Chat <br />water could flow into Kohlman Lake. Sculley felt that a little cooperation <br />between the two cities would resolve a lot of the drainage problem for this <br />area. <br />The City Engineer indicated that that issue was reviewed a few years ago, <br />and the only thing that would be allowed would be to clear the brush out <br />of this swale. The Engineer stated that the water level in the ditch is close <br />to the water level in the lake. As a result, Che lake level controls the ditch <br />level. <br />Sculley stated Chat if the Swale could be cleared of brush, water would <br />flow into the outleC pipe at the south end and into Kohhnan Lake. Sculley <br />stated that water backs up to the west. It cannot go east as the natural <br />drainage path has been impeded. Sculley again asked that Little Canada <br />work with Maplewood on this issue. <br />Greg Miranda, LaBore Road, asked if the property is going to be built up <br />to construct the road. Johnson stated that the property will be cut down <br />for the road. A retaining wall will be built on the north side of the road. <br />Miranda asked how much fill will be brought in at the end of the cul-de- <br />sac. He noted that his property abuts this area and he did not want <br />drainage forced north into his property. Johnson reported that Che street is <br />going downhill. Some fill will be brought in for the area at the end of the <br />cul-de-sac. However, this area will remain lower than the Miranda <br />
