NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 3 February 1982 <br />RE: Van Guilder, Glen - Proposed Lot Split <br />FILE NO: 758.09 (82.01) <br />BACKGROUND <br />Mr. Glen Van Guilder has submitted an application to split the parcel of land <br />located at 475 E. Viking Drive (see Site Location Map, Exhibit A, attached). <br />The property is currently owned by Mr. Van Guilder's sister, Kathy Brink. <br />The property is zoned R -1, Single Family Residential and is occupied by an <br />existing single family home. The property has 245 feet on Viking Drive and <br />is approximately 301.5 feet deep. <br />ISSUES AND ANALYSIS <br />1. Property Survey. The applicant has submitted a sketch plan of the <br />proposed lot split (see Exhibit 8). While this is sufficient at this <br />time for discussion purposes, he is required to submit a certificate <br />of survey prior to final approval by the City. This is particularly <br />important due to the location of at least two significant easements <br />on the property. <br />2. Proposed Subdivision. When the applicant came in with his request, <br />he had initially proposed splitting the lot in the middle, providing <br />the northern half of the property with access via an easement over <br />the southern half. This would have created a technically landlocked <br />parcel with no frontage on a public street - an extreme variance <br />which we could not recommend. Due to the width of the property, <br />however, it was possible to give the rear lot at least 75 feet of <br />street frontage (the applicant has proposed 80 feet). <br />It should be noted that the shape of the rear parcel creates some <br />confusion as to setbacks. However, considering the location of the <br />existing house, it is felt that requiring a 10 foot setback along the <br />west lot line and along the line between the two lots is sufficient. <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />
