Little Canada City Council
Little Canada Planning Commission
January 18, 1982
Page Four
The discrepancies noted by Ramsey County between their traffic volume projections
and recommended jurisdictional changes and the proposals suggested by Little
Canada's Plan appear to have resulted from the County updating information in this
study. Little Canada used the Northeast Area Transportation Study prepared in 1975
for their traffic volume projections and proposed roadway jurisdiction changes. Ramsey
County projections and proposed roadway jurisdiction changes are based on more
current information and probably reflect a more accurate trend. The City of Little
Canada is willing to revise its traffic volume projections and jurisdiction changes to
reflect the County's projections.
Ramsey County has also noted several discrepancies between functional classifications
proposed by the County and those proposed by the City. The functional classification
for streets proposed by the City reflect the proposed land use for the areas. The major
item appears to be the need to provide an east -west minor arterial through the eastern
portion of Little Canada, The City of Little Canada has addressed this concern in its
Comprehensive Plan.
The Little Canada Rood to Beam Avenue minor arterial extension route is viewed as
undesirable due to the existing residential uses along Labore Road orxd the residential
character which is proposed for the eastern half of the City. Due to the feeling that the
City has been segmented enough by transportation elements, it is suggested that the
east -west traffic be routed around the periphery of the residential area rather than
disecting it. It is proposed that Centerville Road and County Road D be reclassified
to a minor arterial . County Road D will have to swing southward east of Labore Road
to avoid the full interchange proposed at Trunk Highway 61 and 1 -694.
The City is willing to work with Ramsey County to resolve the difference between the
two Plans.
133
