MINUTES <br />Planning Commission <br />Nov. 3, 1983 <br />Market Place <br />(Cont.) <br />for senior citizen housing, these funds were used for the parking. <br />Mr. Stellick reported that the City's Building Inspector stopped <br />the project when the concrete was being poured. Stellick was <br />informed at that time that he had not received proper approval <br />for the project. <br />Mr. Stellick reported that he appeared before the Council last <br />week and given the nature of the misunderstanding, he was informed <br />that he could proceed if he reduced the number of spaces to 27. <br />Mr. DeLonais noted that the Commission has received no information <br />for any of the items on the agenda. <br />DeLonais asked why the Council wanted the parking spaces reduced by <br />two. Stellick replied that the Council wanted the two spaces closest <br />to Snyders eliminated as they are nearest the corner and, therefore, <br />potentially the most hazardous. <br />Mr. DeLonais asked why the parking was not extended down to Applebaums. <br />Mr. Stellick stated that this was considered, but given their financial <br />situation felt that they would see what the results were of the <br />additional parking in the other area before this was considered. <br />Mr. Stellick reported that the parking area is 30 feet deep and, <br />therefore, a car should be able to back out for up to 10 to 12 <br />feet before encroaching on the road. Also there will be 15 feet of <br />green area in front of the parking and 9 feet of sidewalk. <br />Mrs. Timmons stated that she felt this was a good idea. <br />Mr. Stellick reported that there will also he a stop sign posted in <br />front of Snyders and one by Applebaums. A crosswalk will also he <br />painted. <br />Mr. Costa asked if there was anything contemplated for next to <br />Snyders. Mr. Stellick replied that they are looking for a discount <br />clothing store for this area. <br />Mr. Stellick pointed out that the City Engineer has recommended that <br />a 6 inch asphalt be placed over the parking area proposed. Mr. Stellick <br />reported that his contractor felt that with the condition of the soil <br />in that area only 5 inches would be necessary. Stellick reported that <br />he tried to contact the Engineer about this, but was not able to do so. <br />Stellick requested that any approval be contingent on only having to <br />put in a 5 inch asphalt if the City Engineer is agreeable. <br />Mr. Vitale recommended approval of the Market Place PUD with the <br />condition that only 5 inches of asphalt will he required if this is <br />agreeable to the City Engineer. <br />Page —2— <br />
