Little Canada City Council <br />November 14, 1983 Page Two <br />the applicant's request, a variance from the required lot area per unit within <br />the R -2 district is necessary as part of the approval process. In considera- <br />tion of the variance request, the City could take into account that the lot <br />area and configuration of the lot resulted from the construction of new County <br />Road C. <br />Parking_ <br />Due to problems with parking lot setbacks noted on the originally submitted <br />site plan, the applicant has submitted the attached revised site plan. <br />Review of the newly submitted site plan indicates that a sufficient number <br />of parking stalls have been provided. The zoning requires two spaces per <br />dwelling unit. The site plan proposes eight dwelling units to be served <br />by eight garage stalls, plus eight outdoor parking stalls. An improved <br />internal circulation or pedestrian access from the dwelling units fronting <br />on County Road C to the outdoor parking lot on the south side of the building <br />is necessary to allow for full utilization of the parking area by the <br />building residents. The parking stalls comply with the 82 x 20 foot dimen- <br />sional requirements of the Little Canada Zoning Ordinance. <br />The Little Canada Zoning Ordinance prohibits parking from being located <br />within the required front yards and side yards in the case of a corner lot. <br />The revised site plan has changed the parking lot layout to locate the <br />required parking within the R -2 district setbacks. <br />Due to the character of the surrounding neighborhoods, landscaping and <br />screening are an important element to insure compatibility. The proposed <br />site plan shows that screening is to be provided along the southern parking <br />lot and the northern driveways. <br />The proposed site plan indicates that a curb cut on both new County Road C <br />and Stark Street is being proposed. While this is seen as being highly <br />desirable, as it minimizes exposure of traffic to the residential area to the <br />south, the County must approve the curb cut on new County Road C. The <br />County Engineer has been sent a copy of the applicant's site plan for review <br />and comment. <br />The County Engineer's comments are included in the attached Exhibit E. His <br />letter indicates a concept approval, however, the County will require that <br />a request be submitted for entrance authorization through the permit process <br />prior to construction. <br />Park Dedication <br />This proposed development is subject to the City's park dedication requirements. <br />Park fees shall be calculated and applied for prior to the issuance of building <br />permits. <br />
