Joe Chlebeck
September 23, 1983
Page 4
2. The 1983/1984 City tax levy for the General Fund will have to increase
by 39% to effect a 14% increase in the total revenue base. This is due
entirely to the 26€ decrease in local government aid. Remember last
March or April when this aid expected to decrease by 84 %.
Exhibit C details the City's tax levies (by type) for the years 1979 through
1983 Proposed #2. Under Proposed #2, we are able to increase the General Fund
tax levy by 39% with an over -all increase of only 14% because of the changes to
the debt levies.
Exhibit D details the City's mill rate calculations for the years 1979 through
1984 Proposed #2. The 23.959 mills for 1984 is a 10 -1/4% increase over 1983 and
is still below the 1970 and 1980 levels.
Exhibit E details the changes between the City's 1983 and 1984 proposed tax
levies. As indicated, the entire increase is attributed to the General Fund.
The contents of this letter and the attached Exhibits should be reviewed with
the City Council. I plan to attend the October 5th City Council meeting for
that purpose.
If you have any questions or if the above date is changed, please don't hesti-
tate to call.
Very truly yours,
DE LA HUNT VOTO & CO., LTD.
Robert J.
