MINUTES <br />CITY COUNCIL <br />MAY 22, 2013 <br />TEMPORARILY <br />ADJOURN <br />INCREASE <br />COMMUNITY <br />INVOLVEMENT/ <br />DIVERSITY <br />BURYING <br />OF POWER <br />LINES <br />PUBLIC <br />WORKS <br />Chair, and City Administrator. The full Council will be welcomed <br />to participate. <br />Term /Term Limits — Three year, staggered terms to remain. City <br />staff to provide a recommendation relative to term limits for <br />Council consideration. <br />Chair and Vice Chair Appointments — Mayor to recommend and <br />City Council to approve appointments of Chair. Commission to <br />appoint Vice Chair. <br />Attendance Requirements — current requirements to remain. <br />Removal from Office — provision for removal by the Council for <br />cause to be added. <br />Governing Mechanism — Commissions continued to be governed <br />by Ordinance. <br />The Administrator will present proposed ordinance amendments at an <br />upcoming Council meeting. <br />At 7:35 p.m. the workshop meeting was temporarily adjourned. The <br />workshop was reconvened at 8:10 p.m. <br />The City Administrator noted the article that will be included in the <br />upcoming City Newsletter relative to community involvement /diversity. <br />The Council indicated that they considered this goal accomplished. <br />The Council reviewed the proposed Utility Line Burial Policy. There was <br />discussion relative to Xcel's policy of not obtaining competitive quotes for <br />this work. The Administrator reported that he would address this subject <br />with the League of Minnesota Cities Service Delivery Committee <br />proposing that this issue be addressed at the legislative level. <br />The Council reviewed the proposed Policy and found it acceptable. It will <br />be presented at an upcoming Council meeting for formal adoption. <br />With regard to the goal "Continue to Move Forward with New Public <br />Works Garage ", the Public Works Superintendent reviewed his May 17, <br />4 <br />
