MINUTES <br />CITY COUNCIL <br />MAY 22, 2013 <br />COMPLETE <br />COUNTRY <br />DRIVE <br />REDEVELOP- <br />MENT <br />REMODEL <br />CITY <br />CENTER <br />RE- EVALUATE <br />COMMISSION <br />APPOINTMENT <br />PROCESS <br />Administrator then reviewed the three pieces of property along South <br />Owasso Blvd., noting that 75 South Owasso Blvd. is not critical to the <br />project, and indicated that the Tacheny and Lee properties would be <br />adequate for access and visibility into the redevelopment site, assuming <br />they are willing to sell. <br />The City Administrator then reviewed in detail several Tax Increment <br />Financing (TIF) analyses for the redevelopment project as well as <br />discussed options relative to fiscal disparities. <br />The Council discussed the impact of adding the R & S properties to the <br />redevelopment area, noting the location of the On -Site Sanitation storage <br />area as well as the fact that McGough Construction has not committed to <br />participating in the redevelopment project. The Administrator reported <br />that he would keep the Council updated as things progress. <br />The Administrator reported that he has sent two letters to the Ketchmark's, <br />which is the last remaining house fronting on Country Drive, to determine <br />if they have any interest in selling or optioning their property. There has <br />been no response to either letter. <br />The City Administrator presented the Council with a listing of potential <br />improvements to the City Center. The Administrator indicated that the <br />plan would be to work through the list of projects. <br />McGraw suggested obtaining a price for recovering the conference room <br />partition walls. It was also suggested that design assistance be obtained <br />for the wall behind the Council table. The Administrator indicated that the <br />first project that would be undertaken would be to replace the concrete <br />walkways at City Hall. The Council agreed that colored, stamped <br />concrete should be used. McGraw suggested replacement of the existing <br />landscaping beds. The Administrator reported that more information will <br />be presented to the Council as the various projects are planned. <br />The Council reviewed the information provided comparing key issues <br />in the commission appointment process as addressed by surrounding <br />cities. The Council discussed each of the key issues and the consensus <br />is as follows: <br />Interview Process — Commission candidates to be interviewed by <br />the Mayor and two Council Members, Commission Chair or Vice <br />3 <br />
