The proposed amendment factoring all three outdoor storage areas would <br />account for less than 25% of the subject parcel. <br />3. The storage area shall not occupy any portion of the yard between the <br />front building line and the adjoining public street, or the side building line <br />and public street on a corner lot. <br />The current and proposed outdoor storage areas meet this code <br />requirement. <br />4. The storage is utilized solely by those tenants of the principal building in <br />an amount proportionate to each tenant's occupancy of said principal <br />building. <br />The property owner has requested consideration to continue to allow <br />"rental" outdoor storage to non - tenants of the building and non - Little <br />Canada businesses for the east storage area as currently allowed in his <br />CUP issued in 1999. This provision will be discussed in greater detail <br />later in the report. <br />5. The outdoor storage of equipment or materials, as defined by this <br />Ordinance, must be capable of moving under its own power, stored on a <br />trailer, stored within weather -proof containers, or other storage <br />arrangements as approved by the City Council. Storage of any material <br />directly on the ground when the dimensions of such item are less than <br />three (3) feet in width, length, and height, shall be prohibited wherever the <br />City Council determines that reasonable alternatives exist consistent with <br />this section. <br />The property owner has indicated that the storage area directly behind the <br />building will be utilized for licensed and operable trailers and /or vehicles. <br />The storage area on the east side of the building could consist of <br />inoperable and /or unlicensed vehicles, as well as, other materials (salvage <br />repair license, see below). Additionally, the storage on the east side of the <br />building is where the placement of the weather-proof containers will exist <br />if and when the need arises. <br />Given one of the current tenants of the building has a salvage repair <br />license with the City, it is reasonable to assume that some of the <br />repairables will be inoperable. As such, staff recommends that the <br />placement of the inoperable and /or unlicensed vehicles only be allowed on <br />the east side of the building in the designated storage area. This location <br />is the least visible and is fully screened. In addition, given the square <br />footage of this storage area, the number of vehicles that will be inoperable <br />and /or unlicensed will be limited by space ensuring junk /debris does not <br />become a code enforcement issue. Therefore, staff considers the intent of <br />this code provision to be met. <br />
