9. Screening shall consist of masonry walls or fencing constructed of wood <br />or vinyl, as well as landscaping. Metal fencing may be used where <br />landscaping provides a complete year -round screen and is irrigated to <br />ensure survivability in compliance with Section 903.020.F (Fences) of this <br />Ordinance. <br />Screening exists of chain -link with slats for the outdoor storage area <br />visible from Ryan Drive. This was an acceptable form of screening for the <br />CUP issued in 1999. The chain -link with slats is in good condition and is <br />being maintained by the properly owner. However, our current code <br />allows for metal fencing where landscaping provides a complete year - <br />round screening. The property owner will be required to install <br />landscaping along the Ryan Drive storage area if the metal fencing <br />remains. <br />In addition, the property owner will be required to add screening to the <br />storage areas visible from Ryan Lane. The screening used for this area <br />must comply with the current code requirements which would not allow <br />for chain -link with slats. <br />10. Waste or recyclable material shall be contained in a refuse container. All <br />such containers shall be stored within a screened enclosure within the rear <br />yard of the property. <br />The waste containers abut the building and are stored directly behind in <br />one of the proposed storage areas. Screening is provided by the building. <br />Staff would recommend that the containers either be stored towards the <br />center or eastern edge of the storage area behind the building. By doing <br />so, it reduces their visibility from Ryan Lane. <br />11. The storage area shall be paved with asphalt, concrete, or other material <br />approved by the City Council. <br />The three storage areas approved are all paved with asphalt. <br />12. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. <br />The property owner is requesting approval of Proof of Parking and this <br />will be reviewed later in the report. <br />13. The property, including buildings and exterior site areas, shall comply <br />with all applicable fire codes. <br />Approval would be subject to the above condition. <br />14. All lighting shall be hooded and so directed that the light source shall not <br />be visible from the public right -of -way or from neighboring residential <br />uses, and shall be in compliance with Section 903.020.I of the Zoning <br />Ordinance. <br />No changes are proposed to this requirement. <br />
