MINUTES <br />Planning Commission <br />July 7, 1983 <br />Market Place Mr. DeLonais pointed out that the Market Place is proposing the addition <br />(Cont.) for right next to the property line. Mr. DeLonais stated that he would <br />like to see a sidewalk for along the addition. <br />Adjourn <br />Mr. Stellick stated that the addition may include an inside walk- through. <br />Mr. Frattalone asked if the Market Place ever considered angle- parking. <br />Mrs. Timmons agreed that this would be a good idea as the doors and <br />parking are presently inconvenient. Angle - parking would be closer to <br />the Mall. <br />Mr. Stellick stated that this is an item that is being considered. <br />Mrs. Timmons asked what the City presently requires for a setback. Ms. <br />Bronken replied that the setback is 40 feet from a residential use. <br />Mr. Stellick reported that his original option agreement provided that the <br />Market Place would have enough property left to build a 30,000 square <br />foot addition. Mr. Stellick stated that the amount of property for the <br />senior citizen housing project has grown since first discussed, but the <br />purchase price of the property has not. <br />Mrs. Timmons asked if the addition were put right up to the property line, <br />how there would be access provided for emergency vehicles to the back of <br />the building. <br />Mr. Stellick replied that the City has agrees' to provide the access over <br />the residential site to the back of the Mall. <br />lis. Bronken stated that the elderly housing probject is basically a <br />public action and the Market Place, thus, is faced with a hardship due <br />to a public action. Bronken stated that if the Market Place were still <br />adjacent to a commercially zoned piece of property, there would he no <br />need for the 40 foot setback. <br />Mrs. Timmons recommended approval of the side yard setback variance <br />based on the fact that public action caused a hardship because of a <br />residential use in an area where normally would not be and recommending <br />that the City provide access to the hack of the Market Place through <br />the Senior Citizen Housing property and further that any utility <br />easement problems be reviewed and approved by the City Engineer. <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 7 - 0. <br />Mr. Frattalone recommended that the meeting be adjourned. <br />Motion seconded by Mrs. Timmons. <br />Page -8- <br />
