The surrounding land Single family residential Railroad tracks; single family residential County Road C; vacant Proposed Schrier Development Zone R -1 R -1 R -1 R -3, High Density Residentia Although the Plat has been submitted prior to the enactment of the Shoreland Ordinance and therefore is not subject to it, this report will compare the Plat against the proposed regulations. ISSUES AND ANALYSIS The Frattalone Addition is proposing a subdivision of the property into 15 lots which are to be served by one cul -de -sac from County Road C. The under- developed piece of land remaining in the north end of the Plat is intended to be under joint ownership by the owners of the ten lots without lake access, i.e., Lots 1 -4, 10 -15. This piece of land should be labeled Outlot A, since it has no street frontage. The rights and responsibilities of this Outlot should be clearly stated in deeds of each lot involved. The deeds should provide for maintenance of the property as well as use restrictions, speci- fically stating that no structure requiring a building permit will be allowed.
