Little Canada Planning Commission <br />22 June 1983 Page Two <br />All of the proposed lots meet these requirements. However, the Subdivision <br />Ordinance requires an additional 20 feet of depth to be added to lots that <br />front on two streets if one of the streets is an arterial, such as County <br />Road C. It appears that Lots 12 and 15 of the subject Plat should be given <br />additional depth. <br />To ensure a safer intersection the alignment of the proposed street should <br />meet County Road C at a right angle. This adjustment is shown on Exhibit C, <br />attached. In order to maintain adequate lot area in Lot 5, the rear lot line <br />should also be adjusted. <br />The proposed cul -de -sac is 540 feet long (after adjustment) which exceeds the <br />maximum of 500 feet. The applicant should shorten it, if possible. If not <br />possible, a variance might be justified due to lack of frontage because of <br />the lake and railroad and due to the fact that no connection points where <br />provided by adjacent developments exist. <br />An 80 foot wide right -of -way has been shown for County Road C. The Ramsey <br />County Transportation Plan asks for an 86 foot wide right -of -way. Therefore, <br />the Frattalone Plat should add an additional 3 foot width to County Road C. <br />If the proposed shoreland regulations currently being considered were applied, <br />this property would need to comply with the standards of lots within the shore - <br />land of a lake designated for general development, as follows: <br />sewered lot abutting water <br />sewered lot non - abutting water <br />lot area above <br />ordinary high water <br />15,000 sq.ft. <br />10,000 sq.ft. <br />lot width (measured <br />at building line and <br />ordinary high water) <br />75 feet <br />75 feet <br />Lots 6, 7, and 8 do not meet the area requirements. Lot 9 does not meet the <br />width requirement at the Ordinary High Water mark. If the lots met all the <br />dimensional requirements, the applicant would not need to apply for a C.U.P. <br />or submit a Shoreland Impact Plan since the proposed use is permitted in the <br />district. It would, however, be necessary to obtain a grading permit from <br />the Building Official. <br />The site can be serviced with sewer and water; however, a lift station will be <br />necessary and will be located at the bend in the street. Six foot wide <br />drainage and utility easements should be shown along all lot lines. <br />The setback lines have been shown on the Plat. The sideyards have been placed <br />at 15 feet from the side lot line, but only need to be 10 feet. <br />RECOMMENDATION <br />Approval of the Preliminary Plat for Frattalone Addition is not recommended <br />until the following changes have been made: <br />
