NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: James Vick <br />DATE: 29 June 1983 <br />RE: Ducharme Subdivision <br />FILE NO: 758.09 - 83.31 <br />BACKGROUND <br />The property in question is located on the east 362.45 feet of the west 494.89 <br />feet of the Northeast Quarter of the Southeast Quarter of Section 8, Township <br />29, Range 22, Ramsey County, Minnesota, lying southerly of the center line of <br />County Road B -2 and northerly of State Trunk Highway No. 36. Proposed is a <br />plat of the subdivision of the Gerald Ducharme parcel into three lots. Accompany- <br />ing the subdivision is the dedication of a street partly on the property of <br />Gerald Ducharme and partly on the property of Mrs. Clara Ducharme. <br />ISSUES AND ANALYSIS <br />Following is a list of check points to evaluate the proposal: <br />Lot Size and Dimensions. The area is zoned "R -1 ", single family residential. <br />Dimensions of the proposed lots meet all requirements of this district as <br />specified by the Zoning Ordinance. It is suggested that lot 2 have its <br />access on the new proposed street. <br />Street Dedication and Improvements. The street as proposed in the plat does <br />not meet the standards specified in Section 1006.030 part b of the Subdivision <br />Ordinance. The Ordinance requires a right -of -way radius of not less than <br />60 feet for a cul -de -sac. The proposed radius is only 50 feet. The street <br />is proposed to remain unimproved at this time. This seems to be a feasible <br />alternative until future development is proposed on the south end of the <br />property. In such a situation, Mr. Ducharme and the owner of the northerly <br />lot abutting the new street should be required to have an agreement on main- <br />tenance and snowplowing of the drive until such a point as the street is <br />improved. <br />Park Dedication.
