The main <br />theme of the forum dealt with the Chapter 509 legislation and the process <br />of forming a Watershed Management Organization. Little Canada is one step <br />ahead of this since the City is a member of the Ramsey - Washington Metro <br />Watershed District, however, much of the information is useful in determin- <br />ing the goals of the watershed plan. <br />Marcel Jouseau, Manager of Metro Council's Natural Resources Program was the <br />first speaker. His emphasis was on the Council's role with respect to <br />assistance they can offer in forming a watershed management plan. The role <br />given them through Chapter 509 legislation is to provide a time extension, <br />where warranted, for the formation of a WMO and to serve as a review board <br />for the watershed plans. The first role, as mentioned above, does not effect <br />Little Canada. The role of reviewing the watershed plan is split in two <br />levels. The first level reviews the plan with respect to Council policies. <br />Any comments made will be strictly advisory. The second level will review <br />the impact on Metro Systems and evaluate any changes required in the local <br />comprehensive plans. <br />In addition to the administrative role, the Council is also available for <br />assistance in the planning process. This role will more directly impact <br />the local community. Following is a list provided by Mr. Jouseau regarding <br />assistance available: <br />o Planner's Guide to the Watershed Plan: Council to complete this report <br />by early November 1983. <br />Runoff and Water Quality Data: Council to provide data on runoff volume, <br />runoff quality and lake water quality for various but limited number <br />of areas.
