NORTHWEST ASSOCIATED CONSULTANTS INC.
MEMORAPIDUM
TO: File
FROM: James Vick LITTLE CANADA.
DATE: 15 July 1983
p8117*
JUL 19 1983
CITY OF
RE: Little Canada - Planner's Forum on Surface Water
Management Act
FILE NO: 758.09 - General
On July 12, the Metropolitan Council sponsored a Planner's Forum. The main
theme of the forum dealt with the Chapter 509 legislation and the process
of forming a Watershed Management Organization. Little Canada is one step
ahead of this since the City is a member of the Ramsey - Washington Metro
Watershed District, however, much of the information is useful in determin-
ing the goals of the watershed plan.
Marcel Jouseau, Manager of Metro Council's Natural Resources Program was the
first speaker. His emphasis was on the Council's role with respect to
assistance they can offer in forming a watershed management plan. The role
given them through Chapter 509 legislation is to provide a time extension,
where warranted, for the formation of a WMO and to serve as a review board
for the watershed plans. The first role, as mentioned above, does not effect
Little Canada. The role of reviewing the watershed plan is split in two
levels. The first level reviews the plan with respect to Council policies.
Any comments made will be strictly advisory. The second level will review
the impact on Metro Systems and evaluate any changes required in the local
comprehensive plans.
In addition to the administrative role, the Council is also available for
assistance in the planning process. This role will more directly impact
the local community. Following is a list provided by Mr. Jouseau regarding
assistance available:
o Planner's Guide to the Watershed Plan: Council to complete this report
by early November 1983.
Runoff and Water Quality Data: Council to provide data on runoff volume,
runoff quality and lake water quality for various but limited number
of areas. Contact for Runoff: Gary Oberts at 291 -6468. Contact for
Lake Water Quality: Dick Osgood at 291 -6449.
76
4820 minnetonka, boulevard, suite 420 minneapolis, mn 55416 612/925 -9420
