In 1968 Mrs. <br />Rossiter requested a rezoning of her property from R -1 to R -3. I be- <br />lieve this was the second rezoning request for apartments. In 1966 -67 <br />the City of Little Canada undertook a $3,000,000 project for sanitary <br />sewer. In 1966 the assessed evaluation of the City of Little Canada <br />was $1,494,722. One mill raised $14,000. The City had to look for <br />increased valuation in order to pay their debt. <br />In 1983 we are now faced with another problem - a cut in general aids. <br />I have already been informed that so far in 1984 general aids have been <br />cut $42,000. It looks like in the next period of years we may be cut <br />even more. <br />General revenue sharing has not been extended. We presume it may be <br />extended, but there may be additional regulations that we may not com- <br />ply with. <br />Also, in the future the City wants to buy parks which will take land <br />off the tax roll. For every acre you take off you are losing four <br />houses. You may have to put eight houses on an acre. Many cities <br />are changing their zoning to allow smaller lots, zero lot lines, <br />duplexes and fourplexes in order to make up for the cut in State aids. <br />The future does not look good when it comes to financing the City. Our <br />debts are paid by valuation. The higher the valuation the lower the <br />mill rate. Remember you have a population of 7,120 and 2,000 parcels <br />of land.
