In 1968 Mrs. Rossiter requested a rezoning of her property from R -1 to R -3. I be- lieve this was the second rezoning request for apartments. In 1966 -67 the City of Little Canada undertook a $3,000,000 project for sanitary sewer. In 1966 the assessed evaluation of the City of Little Canada was $1,494,722. One mill raised $14,000. The City had to look for increased valuation in order to pay their debt. In 1983 we are now faced with another problem - a cut in general aids. I have already been informed that so far in 1984 general aids have been cut $42,000. It looks like in the next period of years we may be cut even more. General revenue sharing has not been extended. We presume it may be extended, but there may be additional regulations that we may not com- ply with. Also, in the future the City wants to buy parks which will take land off the tax roll. For every acre you take off you are losing four houses. You may have to put eight houses on an acre. Many cities are changing their zoning to allow smaller lots, zero lot lines, duplexes and fourplexes in order to make up for the cut in State aids. The future does not look good when it comes to financing the City. Our debts are paid by valuation. The higher the valuation the lower the mill rate. Remember you have a population of 7,120 and 2,000 parcels of land. We derive our revenue from the use of those 2,000 parcels of land.
