NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: David Licht <br />FROM: Alan Brixius <br />DATE: 24 August 1983 <br />RE: Five Star Mobile Home Estates <br />FILE NO: 758.09 - 83.24 <br />BACKGROUND <br />Carlsberg Management Company is interested in purchasing approximately 4.5 <br />acres of land owned by the City of Little Canada located between Twin Lake <br />and the City's northern boundary with the intention of expanding Five Star <br />Mobile Estates. The purchase would be contingent on Carlsberg acquiring <br />the R -4 zoning necessary for mobile home development. <br />REZONING <br />The proposed site is located in Planning District 3 of the Little Canada <br />Comprehensive Plan. The planning recommendations for this district are for <br />low to medium density residential development and to make every effort to <br />discourage the mobile home park expansion. <br />The current zoning on the property in question is R -1, Single Family Residential <br />District. The site has sufficient area to accommodate a tier of single family <br />lots along Twin Lakes Boulevard which serves as a local street. <br />Unless the City is willing to consider a Comprehensive Plan amendment and <br />a rezoning, the expansion of the mobile home park is not possible. The <br />following proposal characteristics should be considered by the City when <br />determining what action to take with the developer's request: <br />1. Proposed expansion site is located in an isolated area of Little Canada. <br />2. Twin Lake Boulevard would act as a physical buffer between the mobile <br />home park and the residential area to the south. <br />3. The developer is proposing a 30 foot green belt along the perimeter <br />of the mobile home park expansion and Twin Lake Boulevard.
