RE: Little Canada, Minnesota - Five Star Mobile Home Court File No: 758.05 - 83.24 Dear Mr. Elias: In anticipation of your return phone call, I am writing to document our office's review pursuant to your letter to Mr. Chlebeck dated 19 May 1983. The property in question is presently zoned R -1 Low Density Single Family Residential. Mobile home parks within Little Canada require a special R -4 Mobile Home Park District classification. As such, the use is presently a legal nonconforming activity. Should an expansion of the park be pursued, it will require rezoning of the existing utilized area as well as rezoning of the area to be added. For your reference in this regard, I have enclosed a copy of the R -4 zoning provisions which outline standards and submission requirements. I should note to you that the Comprehensive Plan states that expansion of the mobile home park should be discouraged. While this is a policy decision, emphasis is also made by the Comprehensive Plan that the area is to be low density in character. In view of these policy statements, it would appear appropriate for your company to proceed with a Concept Plan review prior to initiating any formal action. Limiting your efforts to a preliminary schematic layout will tend to minimize your expenses and allow you to gain City Council direction as to their position on the proposal.
