Each <br />applicant will be considered by the City Council. <br />An Owner may appeal on assessment to District Court pursuant to Section 429.081 by <br />serving notice of appeal upon the Mayor or Clerk of the City within 30 days after <br />adoption of the assessment and filing such notice with the District Court within <br />10 days after service upon the Mayor or Clerk. <br />e Joseph G.
