TERMS AND DEFINITIONS <br />1. SEWER AVAILABILITY CHARGE AND WATER AVAILABILITY CHARGE <br />(a/k /a Sewer Connection Charge and Water Connection Charge) <br />The purpose of this is to pay for oversizing the main. You may <br />have a six inch or four inch line in front of your house, but <br />somewhere down the line a larger main had to be put in to be <br />connected to. In order to bring down the front footage cost, <br />the City has adopted a policy of sewer availability and water <br />availability charges. Where houses and buildings exist, this <br />charge is placed on the assessment roll. When a new building <br />is constructed, the availability charge is part of a building <br />permit. <br />2. INTEREST <br />The interest rate on this improvement is 10 percent per annum. <br />The interest rate commences with the adoption of the assessment <br />roll (September 7, 1983). However, the interest rate for the <br />first year commences from September 7, 1983 to December 31, <br />1984. The interest is higher on the first year. <br />3. ASSESSMENT PAYMENTS <br />You have 30 days from the adoption of the assessment roll to pay <br />the assessment in full without interest. The 30 days commences <br />from September 7, 1983 to October 7, 1983. After the 7th of <br />October the assessment is levied against the property and is <br />paid with your real estate tax. If you wish to pay the assess- <br />ment in full after October 7, 1983, you may pay it at the Ramsey <br />County Treasurer's Office (Ramsey County Department of Property <br />Taxation). <br />4. TERMS OF ASSESSMENTS <br />The assessments will be for ten years. <br />5. DEFERRED ASSESSMENTS <br />For senior citizens and certain disabled persons see the enclosed <br />policy for deferred assessments. <br />
