MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 2006 <br />Jennifer Kleinert, Waste Management, reported that property owners <br />would have Co call to make arrangements for bulk item pick-up. This <br />pick-up would occur on the same day as trash pick-up, but a separate truck <br />is sent for the bulk item. The proposed contract would limit properties to <br />three bulk items per year, examples of which are couches, mattresses, <br />appliances. <br />Allan asked about the City's ability to take over the billing of refuse <br />collection. The City Clerk reported that the specific details are being <br />worked out, but staff is confident that it can perform the billing function. <br />The cost of refuse would become an additional line item on the City's <br />sewer and water bill. <br />The City Administrator asked the Council to approve the contract concept, <br />and reported that a formal contract will be presented for approval once <br />details are finalized. He indicated his appreciation to the haulers in <br />working with the City on this contract. <br />Blesener pointed out that organized collection has been a good thing for <br />the City, resulting in better rates and less wear and tear on City streets. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-IO-260 -APPROVING THE ORGANIZED <br />COLLECTION CONTRACT CONCEPT AS PRESENTED BY THE <br />CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WINDWARD/ The Public Works Superintendent reviewed cost estimates obtained for <br />LEEWARD installation of a street light in the Windward/Leeward Way neighborhood. <br />STREET The Superintendent noted that given the high costs, alternative locations <br />LIGHT along the street were considered. The Superintendent reported that one <br />property owner in this neighborhood requested the street light since they <br />had a problem with vandalism on their property. It was also noted that the <br />City has received a letter from another property owner in the <br />neighborhood indicating that Chey do not want a street light abutting their <br />property. In reviewing the City's street light policy, a street light is <br />warranted in this area. <br />Allan suggested that the neighborhood be surveyed to determine both the <br />demand for the street light as well as acceptable locations. <br />]0 <br />
