MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 2006 <br />Mary Vasquez, 140 Rose Place, reported that she and her two sisters <br />would like to open a spa in the half of the duplex in which she resides. <br />The spa would offer manicures, pedicures, yoga, and massage. <br />Blesener noted that the spa would have three employees and would <br />provide a lot of services, going beyond a typical home occupation. <br />Blesener felt that granting a special use permit for a home occupation of <br />this magnitude would give Vasquez a benefit that a spa in a commercial <br />space would not have. <br />Allan indicated that she has not changed her mind on this request since the <br />last meeting. Allan felt that the business was too intense and had too <br />many employees for a home occupation. Allan did not feel the City <br />should start allowing massage therapy businesses in residential <br />neighborhoods. <br />Blesener felt the proposal was for afull-fledged business rather than a <br />home occupation, therefore, was not proper in a residential neighborhood. <br />Montour stated that he was surprised Chat there was not outcry from the <br />neighborhood about the proposal. He stated that he somewhat agrees with <br />Blesener and Allan given the multiple services that are being offered by <br />the proposed business as well as the unfair advantage that this business <br />would have over a similar business leasing commercial space. <br />Blesener felt there was the potential for on-streeC parking generated by this <br />business. Vasquez disagreed, and felt there was adequate room to park in <br />the driveway given the business would only have one client at a time. <br />Blesener noted that the City has been faced with other businesses violating <br />the terms of conditional use permits, when the business exceeded its initial <br />proposal. Blesener noted that the Vasquez business will have three <br />employees and will offer four different services. He felt there was the <br />potential to have more than one client aC a Cime at the home, and pointed <br />out that this business will compete with businesses in commercial <br />locations. <br />Keis agreed, and stated that he would assume yoga would be offered to <br />more than one person at a time. Vasquez replied that yoga would be <br />offered as a private lesson to one client at a time. <br />Keis stated that if this were a business offering one service and having <br />only one employee, he might feel differently. However, with multiple <br />services and employees, there is the potential for problems. Keis noted <br />
