MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2006 <br />by Mr. Lee Rossow, subject Co compliance with the recommendations of <br />Che City Planner as outlined in his report dated May 4, 2006. <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />AMENDMENT The City Planner presented a proposed Zoning Code Amendment <br />TO ZONING relative to impervious surface and curb cut accesses. The Planner <br />CODE RELATIVE noted that when the Council adopted Che ordinance amendment <br />TO IMPERVIOUS allowing two curb cuts for residential properties by Conditional Use <br />SURFACE AND Permit in reaction to the County Road B-2 request for a horseshoe <br />CURB CUT driveway, it was discovered that that particular property has more <br />ACCESSES than 30% impervious surface coverage, thus the property owners could not <br />proceed with the horseshoe driveway. The Planner indicated that it was <br />not the Council's intenC to impose this condition as a barrier to a horseshoe <br />driveway; therefore, the amendment before the Commission was proposed <br />to allow the horseshoe driveway provided that the impervious surface <br />amount is not increased. The Planner indicated that that can be <br />accomplished through the use of pervious surfacing or porous pavers. The <br />Planner indicated Chat the intent is Yo allow the horseshoe driveways <br />provided all conditions in the ordinance are met and provided that the <br />horseshoe driveway will not increase impervious surface amounts that are <br />already at 30% or greater. <br />Knudsen pointed out the storm water management piece of the ordinance <br />and noted that the County Road B-2 properly has some drainage issues. <br />The City Planner noted that the ordinance allows Che City Co require the <br />installation of a rain water garden or other improvements to address any <br />storm water management concerns that may exist. The Planner indicated <br />that the City would review existing drainage conditions for each property <br />requesting a horseshoe driveway. <br />Duray recommended approval of the Amendment to the Zoning Code <br />Chapter 903.050 relative to the issue of impervious surface and curb cut <br />accesses for detached single-family dwellings as proposed by the City <br />Planner. <br />Motion seconded by Rheaume. <br />Motion carried 6 - 0. <br />6 <br />
