MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2006 <br />Rossow reported that limiting outdoor storage Co Che tenants of the <br />buildings at 194/196 Ryan Lane and 3175 Ryan Lane works well It does <br />not work for 3164 Ryan Lane given the size of the property. <br />Knudsen was concerned that the City would set a precedent in allowing <br />outdoor storage as a principal use for 3164 Ryan Lane. The City Planner <br />indicated that there is no process in place for allowing outdoor storage as a <br />principal use in the Light Industrial District. If a PUD were issued to <br />allow This use, the Planner indicated that it would be similar to writing a <br />new Code for this particular parcel. However, issuance of a PUD is on a <br />case-by-case basis, therefore, there is no concern with a precedent issue. <br />Knudsen asked the Planner's recommendation. The City Planner stated <br />that he was not a proponent of outdoor storage and noted the Council's <br />efforts Co limit or prohibit outdoor storage uses. <br />Knudsen noted that Rossow could structure a lease that would renC a small <br />portion of the building Co a tenant and a corresponding outdoor storage <br />space. Knudsen stated that he was not comfortable with that situation, buC <br />noted that Che property is somewhat unique in ChaC iC has a small building <br />on a large piece of property. <br />Rossow noted thaC moving his bus company from Ryan Industrial Park has <br />resulted in a lot less Craffic in Che park. Rossow agreed he could structure <br />a lease agreement as has been discussed this evening. He also noted that <br />he would maintain control of his property unlike some other property <br />owners in the park. <br />Barraclough asked if the City would review these lease agreements. The <br />Planner stated that City staff would not want to be burdened with a review <br />of lease agreements. However, if enforcement became an issue, staff may <br />want to look aC the agreements. <br />Duray asked if Rossow was comfortable with the recommendations of the <br />CiCy Planner. <br />Rossow replied that he was not requesting an ordinance change and could <br />live with Che recommendations based on the discussion this evening. <br />Rossow indicated Yhat at the time he was ready to replace the building at <br />3164 Ryan Lane with two buildings, he would apply for a PUD. <br />Knudsen recommended approval of Amendments to the Conditional Use <br />Permits allowing outdoor storage at 194/196 Ryan Lane, 3164 Ryan Lane, <br />and 3175 Ryan Lane as an accessory use based on the site plans submitted <br />
