209.050. Promotion. <br />The City Council shall be responsible for determining whether or not an <br />employee possesses the necessary qualifications for promotion to a particular <br />position. Appropriate tests may be given to aid in this determination, and <br />the recommendation of the Department Head will also be considered. Length of <br />full time employment with the City will be considered in promotions only when <br />all other qualifications are equal. <br />209.060. Applications for Employment and Publication of Notice. <br />Applications for regular or permanent part time employment shall be filed <br />with the office of the City Clerk for all regular and permanent part time <br />employee job vacancies. Notice of all such vacancies shall be posted at City <br />Hall for ten (10) days, and shall be published once in the legal newspaper at <br />least ten (10) days prior to filling the vacancy. The City Clerk may decline <br />to accept applications which are filed at a time when no job vacancies exist. <br />The City Clerk is not required to accept applications for temporary <br />employment. <br />209.070. Probationary Period. <br />(A) The probationary period shall be regarded an an integral part of the <br />terms and conditions of employment. It is defined as a period of time of <br />active employment of a regular or permanent part time employee during which <br />his /her supervisor and /or City Council shall be the judge of his /her fitness <br />and ability to satisfactorily perform the work he /she is assigned. <br />(B) All original appointments as a regular or permanent part time <br />employee shall be subject to an initial probationary period of six months, <br />during which time said employee shall be defined as a probationary employee <br />and during which time an employee may be disciplined or dismissed by the City <br />without recourse. Upon completion of the initial probationary period, a <br />written evaluation of the employee's performance shall be filed by such <br />employee's supervisor with the City Clerk. <br />(C) All promotions shall be subject to a six (6) month probationary <br />period. If the employee who has been promoted is found unsuited for the work <br />of the position to which promoted, such employee may be reinstated to the <br />position and rate of pay previously held or to some other position in the <br />class from which such employee was promoted. <br />209.080. Position Classification. <br />The City Clerk shall establish and maintain a position classification <br />plan for all positions covered by the provisions of this ordinance. All <br />positions shall be grouped in classes, each having a definite range of <br />difficulty and responsibility. When a new position is created for which no <br />appropriate position classification exists, or when the duties of an existing <br />position are sufficiently changed so that no appropriate class exists, the <br />City Clerk shall create a new class and cause an appropriate position <br />1r' <br />
