The three days will be on "Electronic Office Systems," "The Impact of Economic Policy <br />on Your City," and "Writing Ordinances and Codifications." All sessions begin with breakfast at 8:00 a.m. <br />This three -day Institute program is approved for 7.5 Academy points by the IIMC. This Institute also carries 1.8 <br />Continuing Education Units (CEUs), which serve as the permanent record at the University of Minnesota. Clerks who <br />wish to receive accreditation are expected to attend all scheduled hours of the Institute. <br />PROGRAM SCHEDULE <br />TUESDAY, July 26 <br />ELECTRONIC OFFICE SYSTEMS <br />The workshop highlights information you will need to <br />understand current and future developments in office <br />automation and information processing. This includes <br />special attention to word processing equipment and <br />telecommunications (networking). This task can be simplified with the <br />proper background information. Any ordinance your <br />city is considering will probably have been tried <br />somewhere else, and you should benefit for that <br />experience. Topics for this segment of the day include: <br />•Introduction to Ordinances <br />- Underlying principles <br />- Considerations before you write <br />- Has it been done before <br />- Common elements <br />•Drafting Ordinances <br />NOTE: Time will be allotted to writing and critiquing <br />ordinances you bring with you. <br />You may also be asked to assist in the codification of your <br />ordinances. Using a group of ordinances, the instructor <br />will walk through the steps of codification. <br />INSTRUCTOR <br />GEORGE HOFF, Attorney, Hoff and Allen, Eden Prairie <br />THURSDAY, July 28 <br />THE IMPACT OF ECONOMIC POLICY ON YOUR CITY <br />Economic conditions have had a dramatic impact on the <br />funding of city services in the last few years. Federal <br />policy, state revenue shortfalls, and a recession have <br />limited the amount of revenue available to cities for <br />required services. <br />The day will be divided into discussions of national and <br />state impact. In the morning, Professor Harlan Smith <br />will examine the interrelationship of pragmatic and ethical <br />concerns in determining public economic policy. Partici- <br />pants will work in small groups to discuss the impact of <br />national economic policies on their cities. In the after- <br />noon, Representative John Brandl will discuss the impact <br />of economic decisions made by the state legislature on <br />local governments. Author of the article, "Toward a <br />Fiscal Agenda for Minnesota," he will share his views <br />on alternatives to funding city services.
