The site contains a wetland and sand ridge that should be left intact. The <br />✓ proposed clustering would permit these environmental features to be preserved. <br />Clustering also allows the applicant to maximize an open space buffer between <br />the proposed development and nearby larger lot single dwellings. As a <br />condition of approval, a finding must be made that the structures will be <br />compatible with neighboring single dwellings. <br />In considering previous proposals to develop this site, Council was concerned <br />that development may intensify local drainage problems. Ramsey County will <br />begin upgrading County Ditch Seven this summer. The proposed pond on this <br />site will be incorporated into the County Ditch Seven project. The effect <br />will be to assist in reducing local storm water problems, not intensity them. <br />Recommendation <br />Approval of the enclosed resolution approving a special use permit for the <br />Gervais Overlook planned unit development, on the basis that: <br />1. The proposal is consistent with the provisions of the Land Use Plan for <br />cluster development in a low density residential neighborhood. <br />2. The proposal is consistent with interim and proposed shoreland regulations. <br />Approval is subject to: <br />1. The Conanunity Design Review Board making a finding that the structures <br />will be compatible with neighboring dwellings. <br />2. Any conditions imposed by the Community Design Review Board. <br />3. Combination of parcels one and two <br />4. Before final plat or building permit approval, the following conditions <br />shall be met: <br />A. Council awarding a construction contract for the extension of sanitary <br />sewer to the site or approval of the Metropolitan Waste Control Commission <br />for use of their sewer in Arcade Street. <br />B. The City of Little Canada ordering the extension of water to the site. <br />C. Final grading, drainage, and utility plans must be approved by the city <br />engineer. <br />D. A signed developer's agreement, with the required surety, being submitted <br />to the city engineer for the provision of on -site sanitary sewer, <br />water, and storm water drainage facilities. <br />E. Dedication of drainage easements to Ramsey County for County Ditch <br />Seven. <br />11 <br />
