See Map three for the site plan concept. <br />2. The applicant's home would be converted to a double dwelling <br />3. The site would be accessed by a private driveway. <br />4. On -site public sewer and water would be provided. <br />5. The natural wetland area would be retained and incorporated into the County <br />Ditch Seven system as a storm water retention pond. <br />6. The sand ridge in the center of the site would be left intact. <br />7. The development would be constructed in two phases (Map three). Phase one <br />would encompass parcel one (map two) and phase two would encompass parcel <br />two (map two). Parcel two will be created as a result of condemnation <br />proceedings for acquisition of Ramsey County Open Space, scheduled to <br />begin in mid - December 1982. <br />8. A preliminary plat will be applied for following PUD approval. <br />10. See the enclosed letter of justification. <br />CONCLUSION <br />Analysis <br />The proposal is consistent with the Land Use Plan requirements for cluster <br />development in an area planned for low density residential use. <br />
