MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 2006 <br />Knudsen asked if buyers will want to ride the vehicles prior to purchasing. <br />Schultz reported that All American would rather not let buyers ride the <br />vehicles. He reported Chat they are obtain additional insurance to cover <br />this portion of the business. Knudsen stated that he was concerned about <br />the impact on adjacent businesses. Schultz indicated that there would be <br />room in the parking lot for customers to test drive the vehicles. Knudsen <br />stated that he was concerned about safety as well as noise if this became a <br />common practice. Knudsen suggested Chat perhaps an opinion should be <br />obtained from law enforcement about Che safety aspects. <br />Schultz indicated that the parking lot would be large enough for test <br />driving, rather than have the customer take Che vehicle out on the street. <br />Duray stated that as times change, All American needs to make changes in <br />its business. However, he was not sure that this was the right area. Duray <br />pointed out Tousley Sports Center, and indicated that this type of business <br />did noC seem to fit the City's long-range vision for the area. Duray was <br />concerned about the noise disruption for the area. Duray asked Schultz <br />about sales projections. Schultz replied that they are not sure what sales <br />will be, but bought 300 units for their initial start up sample. <br />Knudsen pointed out that the property is zoned PUD. The Planner <br />indicated that the proposal is a potentially allowable use subjecC to <br />obtaining a PUD Permit. <br />Duray again pointed out the City's redevelopment plans for the area, and <br />indicated that he did not think this type of business was conducive with <br />those plans. <br />Knudsen asked about limiting quantities of vehicles. The City Planner <br />indicated that the City could limit the nwnber of vehicles in a way that is <br />enforceable. He suggested a percentage of the show floor. The Planner <br />also suggested that the Commission could limit outdoor activity on the <br />site. <br />Knudsen stated that he was not concerned abouC deliveries, pointing ouC <br />Chat deliveries of spas already occurs. Knudsen stated Chat his concern <br />was test driving in the parking lot and the resulting noise. <br />Rheaume stated Chat he has never seen Cesting driving at any of the <br />businesses that sell these vehicles. Rheaume pointed out that these <br />vehicles are basically toys, and there is no need for test driving. <br />Knudsen stated that he was inclined to support the application provided <br />there is no test driving of vehicles.
