MINUTES PLANNING COMMISSION JUNI; S, 2006 Duray asked Johnson about access to the park area he has shown on his concept drawing. Johnson noted plans for continuation of the powei9ine trail and suggested Chat there may be an appropriate access poinC from that Grail. The City Planner again noted that the Park Commission will review and comment on the plan if it moved forward. Bill Miranda, LaBore Road, reported that he lives just north of the proposed cul-de-sac. He asked if the road would be placed directly on the property line. The City Planner indicated that the right-of-way may be directly on Che property line. However, the pavement would be approximately 10 feet off the right-of-way line. Miranda asked if existing lilacs would be disturbed. The Planner suggested that as part of a Preliminary Plat review, existing vegetation could be looked at Co see if there was any way Co preserve iC. Greg Miranda, 3056 LaBore Road, noted that he has a septic tank that is approximately 590 feet from LaBore Road. Miranda stated ChaC in the area of his septic tank, the area is designated as a DNR wetland, and questioned the ability to extend the cul-de-sac any further than the 500 feet proposed. The City Planner stated thaC if the concept moves forward, the Watershed will review the Preliminary Plat to address impacts to the wetland. Greg Miranda asked about surface water run-off, pointing out that his property drains toward the property in question. Miranda was concerned ChaC elevations would be raised and wafer directed back Coward his property. Johnson indicated that he is planning walk-out homes in this area of the property and elevation changes would be minimal. The City Planner indicated that Johnson's engineer would look aC Che drainage issues in depth and pointed out ChaC Che developmenC will not be able to block existing drainage patters. The City Engineer will verify all grading and drainage plans submitted by the developer to ensure City Codes are being met. The Watershed will also be involved in the process. Sharon Sculley, LaBore Road, asked the effects this development will have on the wetland sysCem. She noted ChaC the Sculley property has been impacted by other development in the area, and was concerned that there would be negatives impacts from this development. Johnson stated that there are ways of holding water, and the grading and drainage details will be worked out if the proposal moves forward.
