MINUTES <br />PLANNING COMMISSION <br />JUNI; S, 2006 <br />Duray asked Johnson about access to the park area he has shown on his <br />concept drawing. Johnson noted plans for continuation of the powei9ine <br />trail and suggested Chat there may be an appropriate access poinC from that <br />Grail. The City Planner again noted that the Park Commission will review <br />and comment on the plan if it moved forward. <br />Bill Miranda, LaBore Road, reported that he lives just north of the <br />proposed cul-de-sac. He asked if the road would be placed directly on the <br />property line. The City Planner indicated that the right-of-way may be <br />directly on Che property line. However, the pavement would be <br />approximately 10 feet off the right-of-way line. <br />Miranda asked if existing lilacs would be disturbed. The Planner <br />suggested that as part of a Preliminary Plat review, existing vegetation <br />could be looked at Co see if there was any way Co preserve iC. <br />Greg Miranda, 3056 LaBore Road, noted that he has a septic tank that is <br />approximately 590 feet from LaBore Road. Miranda stated ChaC in the area <br />of his septic tank, the area is designated as a DNR wetland, and questioned <br />the ability to extend the cul-de-sac any further than the 500 feet proposed. <br />The City Planner stated thaC if the concept moves forward, the Watershed <br />will review the Preliminary Plat to address impacts to the wetland. <br />Greg Miranda asked about surface water run-off, pointing out that his <br />property drains toward the property in question. Miranda was concerned <br />ChaC elevations would be raised and wafer directed back Coward his <br />property. Johnson indicated that he is planning walk-out homes in this <br />area of the property and elevation changes would be minimal. <br />The City Planner indicated that Johnson's engineer would look aC Che <br />drainage issues in depth and pointed out ChaC Che developmenC will not be <br />able to block existing drainage patters. The City Engineer will verify all <br />grading and drainage plans submitted by the developer to ensure City <br />Codes are being met. The Watershed will also be involved in the process. <br />Sharon Sculley, LaBore Road, asked the effects this development will <br />have on the wetland sysCem. She noted ChaC the Sculley property has been <br />impacted by other development in the area, and was concerned that there <br />would be negatives impacts from this development. <br />Johnson stated that there are ways of holding water, and the grading and <br />drainage details will be worked out if the proposal moves forward. <br />
