MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 2006 <br />Jeff Vogt, 378 Ripley, Maplewood, asked the elevations of the street and <br />the cul-de-sac. The Planner noted that plat details are not yet available <br />given this is a concept review. If the concept moves forward, a public <br />hearing will be held to consider the Preliminary Plat. At that time, <br />construction details will be identified. <br />Vogt stated that he was concerned about drainage and how the water will <br />flow. Knudsen pointed out that part of the analysis will include a wetland <br />impact statement. Knudsen also noted that the run-off from this <br />development cannot negatively impact other properties. <br />Vogt asked about the need for holding ponds. The City Planner replied <br />that the grading and drainage plan will be part of the plat design. The <br />Planner stated that it is a fair assumption that ponding will be required, <br />however, the size and location of these ponds will be determined as part of <br />the platting process. <br />Vogt asked when a wetland impact review will be done. The Planner <br />replied that this will occur as part of Preliminary Plat review. A Public <br />Hearing will be held at that time and wetland impacts, grading and <br />drainage, storm water management, as well as utility plans will be <br />reviewed. Knudsen reported that the public will have an opportunity to <br />review this information and voice their thoughts and concerns. <br />Vogt asked about the Watershed's review and compliance with a 75 foot <br />setback from the wetland. <br />Johnson reported that his concept plan shows a 75 foot setback from the <br />wetland area. He indicated that there may be the need to do some <br />mitigation, but it would be very minimal. <br />Vogt asked how the park would be accessed. The City Planner stated that <br />at this concept stage review, those details are not yet known. The Park <br />Commission will have to review any Preliminary Plat proposal to <br />determine park dedication requirements. If the Park Commission requests <br />a park area be dedicated, then access to that area would have to be worked <br />out. <br />Johnson pointed out the property he owns on the eastern edge that abuts <br />Maplewood properties. Johnson stated that he would like to subdivide that <br />property and sell it to those abutting property owners in Maplewood. <br />Johnson noted that this property is dry and is of no use to him. The <br />abutting property owners in Maplewood use this area for hockey rinks, <br />sheds, etc. <br />
