Calculate remaining undeveloped land in the City. <br />2. Breakdown of undeveloped land into use categories based on zoning <br />and land use policies. <br />3. Establish definition of land use alternatives <br />a. Type of use and density <br />b. Projected population increase <br />c. Estimated valuation per units for resident /acre for <br />commercial and industrial <br />4. Calculate revenues generated by land uses. <br />a. Calculate assessed valuation for land use categories <br />b. Mill rate information <br />c. City's revenues <br />d. School district revenues <br />5. Calculate expenditures generated by land uses <br />a. Residential <br />(1) Comparison to national standards <br />(2) Per capita multiplier (i.e. population, students) <br />(3) Expense per resident <br />b.
