Chlebeck <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />985 Ruth Street St. Paul, Minnesota 55119 <br />April 4, 1983 <br />Re: Landfill: "Frank Kath Proposal" <br />Dear Mr. Chlebeck: <br />rgm <br />APR 6 1983 <br />CITY OF <br />LITTLE CANADA <br />The District has recently completed a review of the above mentioned <br />proposal. <br />Although the project is at this time outside of the legal boundaries <br />of the District, it is located in an area which may potentially be included <br />in the District as the result of the District's Boundary Change Study <br />currently in progress. <br />If this landfill work were to be conducted at a later date after <br />which the District had jurisdiction of the area (depending on the results <br />of the Boundary Change Study), the District would have a number of concerns. <br />As it appears Parcel Ill in combination with Parcel Ik2 would be larger <br />than 1 acre, these parcels would require a District permit. As part of the <br />permit process, a grading plan and erosion control plan would be required <br />for review and approval. On these parcels, the District's concern would be <br />prot3ction of the drainage easement probably through use of a haybale filter <br />fence at the point of runoff discharge from the property, or other measures, <br />depending on what was contained in the grading plan and erosion control. plan. <br />The District's overall concerns regarding projects similar to this <br />proposal are the prevention of soil erosion and the preservation of water <br />quality within the District and these concerns would be applied to all new <br />areas incorporated into the District. <br />TLD /111 <br />Sincerely, <br />Tim L.
