NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: File <br />FROM: Brad Nielsen <br />DATE: 24 January 1983 <br />RE: Little Canada Transportation - Edgerton <br />FILE N0: 758.11 <br />Edgerton Bike Path /Parking Issue <br />Meeting with Ramsey County Engineer, Joe Chelbeck, Bev Scalze, Insurance <br />Agent for Little Canada, Brad Nielsen. <br />Problem: <br />o Bike path is inadequate in width to accommodate bikers /joggers and <br />parked cars. <br />o Residents adjacent to the bike path have no where to park visiting <br />quests' cars on special occasions (weddings, graduations, parties, <br />funerals, etc.). <br />o Question as to liability if the City allows temporary parking and then <br />some biker /jogger gets hit while going around parked cars. <br />Possible Solutions: <br />o Eliminate bike path designation on one side of the street to allow <br />parking. <br />- County is unwilling to create two -way bike path unless there is a <br />physical separation between path and street. <br />- Edgerton right -of -way, topo etc. are inadequate to achieve such a <br />separation. <br />- This would open up parking for the Ramsey County beach on Lake <br />Gervais - I am not sure that the City wants that. <br />o Permit system <br />- We initially suggested identifying acceptable special occasions, then <br />allow one permit per year - attorney convinced me that it would be <br />difficult and probably arbitrary to list the occasions. <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />1 <br />
