MEMORANDUM
TO: File
FROM: David Lich
DATE: 10 February 1983
RE: Little Canada Comprehensive Storm Drainage Plans
FILE N0: 758.11
The following is a summary of a meeting held during staff hours on 7 February
1983. Those attending were: Cliff Aichinger, Don Carley, Joe Chlebeck, and
David Licht.
The purpose of the meeting was to discuss additions being made to the watershed
jurisdiction. The intent of this is to minimize administrative processing in
dealings for the City of Little Canada. Two primary areas are in question.
In the northwest area of the City, Mr. Carley indicated that the area in fact
drains into the City and into the main watershed jurisdiction. In the southwest
part of the City, Mr. Carley stated that the water is presently held within the
area, but that pumps will be installed which will divert water again into the
main portion of the City. In this same general area there is a portion of land
which is south of Highway 36 and east of I -35E which apparently should go into
Maplewood. This is a minor area which should not create any extensive problems.
It was agreed that Mr. Carley will check with the City of Maplewood on the small
portion of land which drains into that community to see what plans if any have
been made to accommodate this area. Mr. Aichinger also stated that there is
apparent justification for the two major areas being added to the watershed and
that the Board needs hydrological justification for this addition. The watershed
in turn will petition the State water resources for which has the final say. He
indicated that he envisioned no problems with the request, in view of the apparent
drainage patterns. Mr. Chlebeck instructed Mr. Carley to follow -up with the
needed information and to have it ready for the watershed by 23 February. Mr.
Carley was also instructed to coordinate with the City of Roseville on the
drainage concerns.
Mr. Aichinger stated that the watershed is just starting the management plan for
the district. Completion is estimated in early 1985. The Watershed District is
investigating getting into more technical detail for certain areas which presently
lack comprehensive storm drainage plans. This will possibly be done on a free of
charge basis. The information will likely be of sufficient detail to provide cities
with a sound basis to prepare their own study. The Board is, however, considering
offering the extent of a full study for the various cities lacking a plan. Accord-
ing to Mr. Aichinger, a city must initiate a contact with the Board relative to
this matter.,,
cc: Joe Chlebeck
Don Carley
: sI CANADA
