Highway 96 <br />St. Paul, Minnesota 55112 <br />RE: Little Canada Storm Drainage Plan <br />File No: 758011 <br />Gentlemen: <br />From our work in other metropolitan communities plus what are apparent needs <br />for Little Canada, I felt it appropriate to summarize the present requirements <br />for storm drainage planning. This outline is based upon Minn. Stat. 473.875, <br />et. seq. <br />1. A Watershed Management Organization (WMO) must prepare a plan for each <br />minor watershed. If a minor watershed crosses political boundaries, the <br />organization may be established by a joint powers agreement. This will <br />require the city to enter into several joint powers agreements. If such <br />an organization is not established by December 31, 1983, then the county <br />acts as the organization. If this happens, the city would lose control <br />over the contents of the watershed plan. <br />2. Before the WMO begins planning, it must submit a map delineating the <br />boundaries of the watershed to the state Water Resources Board. <br />3. Each WMO is required to prepare a plan extending to the year 1990 or any <br />year thereafter evenly divisible by five. The plan is required to: <br />a. Describe the existing physical environment, land use; and develop- <br />ment in the area and the environment, land use and development <br />proposed in existing local and metropolitan comprehensive plans; <br />b. Present information on the hydrologic system and its components and <br />existing and potential problems related thereto: <br />c.
