MINUTES <br />planning Commission <br />March 3, 1283 <br />Senior <br />Citizen <br />!lousing <br />Mrs. Timmons asked why only one two — bedroom unit is allowed. Mr. <br />Rocheford replied that this is because the Federal government <br />cut down on funds. Also according to statistics about 90 to <br />20 of the individuals will be living alone. Also each unit <br />consists of 530 to 539 square feet. <br />"Irs. Timmons asked if there would he a resident manager and a <br />security system. Mr. Rocheford replied that there was. <br />Mr. Costa asked if the building was sprinklered. Mr. Rocheford <br />replied that it was not sprinklered, but was equipped with an <br />alarm system and smoke detectors. Mr. Rocheford reported that <br />he did not have sufficient funds for a sprinkler system. <br />Mr. DeLonais handed out a report from the Building Inspector <br />outlining the cost of a sprinkler system. Mr. DeLonais stated <br />that the system would pay for itself in a couple years. DeLonais <br />highly recommended that the building be sprinklered. <br />Mr. Ducharme asked the height for a building allowed under City Code. <br />Mr. Licht replied that the Code allows 35 feet in height. <br />Mr. Costa asked if most of the elderly housing buildings were <br />constructed of wood. Mr. Rocheford replied that of 18 sites that <br />they have only 1 is sprinklered and it is a 7 —story building. Mr. <br />Rocheford also reported that he can get insurance on these buildings <br />for 14 cents per $100 of insurance. <br />Mr. DeLonais commented that he would fear for the lives of the <br />elderly people in the building without a sprinkler system. Mr. <br />Rocheford replied that it is smoke that kills people rather than <br />fire and the building is equipped with smoke detectors and alarm <br />system. Mr. Rocheford did not agree that the sprinkler system would <br />pay for itself in insurance savings. <br />Mrs. Timmons asked the type of doors into each unit. Mr. Rocheford <br />replied that they are rated whatever is required under City Code. <br />Mr. Costa asked if rent could be used to pay for the sprinkler system. <br />Mr. Rocheford replied that the Federal Government subsidizes the <br />rent. A renter would pay 30% of their annual income in rent and the <br />government subsidizes the rest. Also the Archdiocese has to document <br />the total operating costs of the building to the government. Also <br />the income from the building will only support so much of the mortgage <br />on the building. Mr. Rocheford stated that these buildings have a <br />difficult time of supporting themselves. <br />Mr. Vitale asked when construction was planned. Mr. Rocheford replied <br />that construction is scheduled to begin in July and take approximately <br />6 to 7 months to build. <br />Page —3— <br />
