MINUTES <br />Planning Commission <br />November 10, 1988 <br />Rezoning <br />from I -1 <br />to PUD <br />(Cont.) <br />The Planner pointed out that the Council is not out to keep development <br />off property, but rather to get the best development possible on vacant <br />property. <br />Frattalone pointed out that some development is better than none, <br />using the Ryan Industrial Park for an example. Frattalone noted that <br />Mr. Ryan took a very poor piece of tax - forfeited property and developed <br />it. <br />DeBace again stated that he wants the zoning of his property to remain <br />I -1. DeBace pointed out that his parcel would have remained empty if <br />he had not developed it. DeBace felt that his building and Capital <br />City Glass were beautiful buildings. However, DeBace stated that it <br />would be an improvement to get Ryan Industrial Park cleaned up. However, <br />pointed out that many of the businesses in Ryan Industrial Park are just <br />trying to survive. <br />DeLonais stated that the main concern is what could happen in the future. <br />The Planner commented that the Council is not suggesting that everyone <br />rebuild their buildings. However, it would be nice to get an upgrading <br />of the area. The only way that can be accomplished is through a rezoning. <br />Frattalone felt it was a good idea to upgrade the I -1 zoning requirements, <br />and suggested that some kind of fascia could be required on the front of <br />metal buildings. <br />The Planner pointed out that metal buildings are allowed in the I -P District <br />if they have at least 50% masonry veneer. <br />Frattalone pointed out that wood siding would be an improvement as well. <br />Costa pointed out that the discussion has centered around Ryan Industrial <br />Park, but felt that the Slumberland development was a mess. <br />The Planner agreed that the Slumberland trucks were in violation of the <br />City's Codes. <br />DeLonais suggested that the rezoning to PUD be tabled in order to give <br />the City Planner some time to look into upgrading the I -1 requirements. <br />Frattalone suggested that the first step in upgrading Ryan Industrial <br />Park would be to improve the roads into the park. <br />It was noted that there was a public hearing scheduled for November 23, <br />1988 to consider improvement of Ryan Drive. <br />DeLonais recommended that the rezoning from I -1 to PUD be tabled for one <br />month to give the City Planner an opportunity to study the performance <br />standards of the I -1 District. <br />Motion seconded by Schweizer. <br />Motion carried 4 - 0. <br />Page 9 <br />
