MINUTES <br />Planning Commission <br />November 10, 1988 <br />Rezoning <br />from I -1 <br />to PUD <br />The City Planner reported that PUD zoning has been suggested for the <br />I -1 property east of the Ryan Industrial Park since there are poor soil <br />conditions in the area, however, the exact locations of these poor soils <br />are not known. The concern was that rezoning the property to I -P District <br />would be too restrictive, but allowing it to remain I -1 would allow metal <br />buildings. PUD zoning would allow the City to review development proposals <br />on a case -by -case basis. In areas with obviously poor soils, the Council <br />may choose to allow a metal building, but in areas where the soils are good, <br />a block building may be required. The PUD zoning gives the City the <br />opportunity to get high - quality development where it is possible. <br />DeLonais asked why the property west of Knox was rezoned to I -P when that <br />was not the recommendation of the Commission. <br />The Planner pointed out that the Planning Commission said I -1 zoning <br />should remain subject to the lot coverage requirement in the I -P District <br />being changed. There is a proposal before the Commission this evening to <br />eliminate that lot coverage requirement. <br />Bob DeBace reported that he was opposed to any rezoning of his property. <br />DeBace asked the Planner what he would consider DeBace's building to be. <br />The Planner replied that he would have to check his files. <br />DeBace pointed out that his building is constructed on a structural slab <br />because of poor soils. The building is of 2 by 6 construction, wood -frame <br />construction with a metal exterior. <br />The Planner pointed out that the City is not talking about eliminating only <br />pole buildings, but also metal -clad buildings. The Planner pointed out that <br />if a property had poor soils, such as the DeBace property does, under the <br />PUD zoning, the City would approval a metal -sided building on the site. <br />DeBace pointed out that his property is located in Ryan Industrial Park, <br />and he would like his property to remain I -1 just as the remainder of the <br />Ryan Industrial Park is. <br />The Planner pointed out that when he uses the term "Ryan Industrial Park" <br />he is referring to the main bulk of the park. The Planner again explained <br />that the PUD zoning would allow the City to consider development proposals <br />on a case -by -case basis, and where it is not feasible to construct a block <br />building, a metal one would he allowed. <br />DeBace pointed out that there are people making their livings from the <br />businesses being conducted in Ryan Industrial Park. DeBace felt that the <br />City should leave these people alone. <br />Frattalone pointed out that it may be the thinking of the present Council <br />to consider development proposals on a case -by -case basis under the PUD <br />zoning, but Councils change and in the future these property owners would <br />be at the mercey of the Council who may require pilings for block buildings <br />and may say no outdoor storage is allowed. <br />Page 8 <br />
