The applicant is required to submit a bid from a certified <br />nurseryman or landscape architect for installation of the <br />proposed landscaping. Also, prior to any building permit being <br />issued, the applicant shall provide the City with a security that <br />shall guarantee conformance and compliance with the approved <br />landscape plan. <br />Under the ordinance, the security shall be in force for at least <br />two (2) growing seasons subsequent to the completion of the <br />required landscaping to ensure proper planting and growth. <br />Conditional Use: <br />The Planning Commission shall consider possible adverse affects <br />of the proposed conditional use. Its judgement shall be based <br />upon (but not limited to) the following factors: <br />1. The proposed action has been considered in relation to the <br />specific policies and provisions of and has been found to be <br />consistent with the official City Comprehensive Land Use <br />Plan. <br />This proposal is consistent with the official City <br />Comprehensive Land Use Plan that calls for commercial <br />development at this site and much of the surrounding area. <br />2. The proposed site is or will be compatible with present and <br />future land uses of the area. <br />The proposed site is not compatible with present land use <br />because the site is surrounded by legally existing non- <br />conforming single family development. However, the proposed <br />use will be compatible with future area land uses because <br />the City has targeted this area for redevelopment to <br />commercial uses and the proposed site is currently zoned for <br />commercial development. <br />3. The proposed use conforms with all performance standards <br />contained herein. <br />Provided the deficiencies noted previously in this report <br />are addressed and corrected, this proposal appears to <br />conform with all required performance standards. <br />4. The proposed use will not tend to actually depreciate the <br />area in which it is proposed. <br />This proposed development should actually appreciate the <br />area. <br />5. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service <br />capacity. <br />Page 27 <br />
