MEMORANDUM <br />TO: <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />BACKGROUND <br />northwest Pssoci2ted consultErts, inc. <br />Little Canada Planning Commission <br />Michael Ridley /Stephen Grittman <br />8 November 1988 <br />Little Canada - Frattalone Rezoning Request <br />758.09 - 88.56 <br />Mr. Frank Frattalone has submitted a request to rezone his <br />property .located at 3066 Spruce Street. The site in question was <br />rezoned from I -1, Light Industrial to I -P Industrial Park by the <br />City on 26 October 1988. The City initiated rezonings throughout <br />much of the area around South Owasso Boulevard, which includes <br />the applicant's parcel. <br />The basis for the recently approved rezonings centered around <br />long- standing concern for development quality in the area as well <br />as the proposed redevelopment and upgrading of the Country Drive <br />frontage road area. The intent of the City was to promote high <br />quality industrial development which may be obtained with an <br />industrial park zoning classification in this part of the City <br />because of the high visibility of the area, the high quality <br />development that currently exists, and the amount of land in the <br />area that is currently vacant. <br />Mr. Frattalone's property, like many in this area, includes <br />extensive unscreened outdoor storage. The I -P zoning of this <br />property renders this storage legally non- conforming. Because of <br />this, expansion cannot take place unless the non - conformities are <br />decreased.
