LASSOCIATES, ING%.
Consulting Engineers —land Surveyors
December 8, 1988
CITY COUNCIL
CITY OF LITTLE CANADA
515 East Little Canada Rd.
Little Canada, MN 55115
500 West Highway 96
St. Paul, Minnesota 55112
484-3301
RTSENe
;` Gr s 1968
I c,
r`t ,av t
r \ Little Gonad
RE: CONOCO SERVICE - CENTERVILLE AND LITTLE CANADA ROAD
Dear Councilmembers:
Pursuant to your instructions, I have discussed the proposed Conoco
Station at Centerville Road and Little Canada Road with Mr. Dan Soler
of the Ramsey County Public Works Department. We were concerned only
with the driveway.
Mr. Soler stated that the County's policy, simply stated, is that it
cannot deny access to the property. It can, however, place limitations
on such access as it deems necessary in preserving safety. This is
especially true in the case of a signalized intersection such as this.
Mr. Soler said the restrictions would be at the very minimum, a width
of 32 feet and a minimum distance from the intersection of 30 feet as
measured from the property line. This is a matter of interpretation,
we would believe that this means 30 feet from the radius point because
of the large radius on this corner. If this interpretation is correct,
the driveway on Centerville would not be possible since it would
overlap the driveway to the north which is barely 30 feet from the
radius point.
In addition to the above, we are of the opinion that the steep grades
at this intersection coupled with the close proximity of signals
makes for a dangerous interesection as was evidenced in the last light
snowstorm. .
We would not recommend a driveway on Centerville in this location
Page 12
