Johnson <br />Williams Pipe Line Company <br />2500 39th Avenue NE #246 <br />St. Anthony, MN 55421 <br />612 222 -8423 <br />RE: Approval for Contaminated Groundwater Generated During Cleanup Operations <br />at Williams Pipe Line Viking Drive, Little Canada, Minnesota, <br />Mr, Johnson: <br />The Metropolitan Waste Control Commission (MWCC) hereby approves the discharge <br />of contaminated groundwater to the Metropolitan Disposal System (MDS). The <br />discharge is to occur at the location of 435 Viking Drive, Little Canada. The <br />approval is conditional based on the following: <br />1. The approval to discharge becomes effective on January 1, 1989 and <br />expires on December 31, 1989. <br />2. The discharge rate and location shall continue to be approved by the <br />City of Little Canada. <br />3. The discharge volume shall be measured and reported on a quarterly basis <br />to both the MWCC and City of Little Canada. Billing for sewer use shall <br />be arranged with the City of Little Canada. <br />4. The contaminated groundwater shall pass through an oil /water separator <br />with a detention time of not less than 30 minutes prior to disposal to <br />the sanitary sewer. The separation tank shall be vented in such a <br />manner to prevent vapors from entering the sanitary sewer. Solids or <br />liquids retained by the separator shall not be disposed of into the MDS. <br />5. Samples of the discharge shall be taken monthly. The samples shall be <br />analyzed for the following parameters: Benzene, Toluene and Xylenes and <br />Total Hydrocarbons expressed as gasoline. Analytical methods shall meet <br />EPA protocol (Code of Federal Regulations Part 136). <br />6. The discharge shall be regulated so no single toxic organic in the <br />discharge is present in a concentration greater than 5 mg /1 and no <br />combination of toxic organics shall exceed 15 mg /1. Total hydrocarbons <br />expressed as gasoline shall not be greater than 100 mg /1. <br />PLEASE NOTE OUR NEW <br />ADDRESS CHANGE <br />
