MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />Duray noted that the look of the area will remain Che same; it is only the <br />lot line that is being moved. Duray asked if all code requirements are <br />being met. The City Planner reported that the lot division/combination <br />meets all City Code requirements. The Planner noted his recommendation <br />for vacation of drainage and utility easements on the currenC lot line and <br />replacing those easements on the new lot line. <br />David Finkelson stated that he understood and agreed to the vacation and <br />dedication of new easements. <br />McGraw recommended approval of the Property Division/Combination <br />dividing 25 feet from 2612 Spruce Street and combining it with 2620 <br />Spruce Street as requested by Norman, David, and Samantha Finkelson <br />subject to compliance with the recommendations of the City Planner as <br />outlined in his report dated August 4, 2006. <br />Motion seconded by Socha. <br />Motion carried 6 - 0. <br />AMENDMENT Mr. David Evans, 182 Ryan Lane, appeared before the Commission <br />TO CUP - requesting approval of an Amendment to the Conditional Use Permit for <br />1.82 RYAN 182 Ryan Lane for open and outdoor storage as an accessory use. Evans <br />LANE - reported thaC due to a drainage issue with his parking lot, he did not install <br />DAVID EVANS the curbing that was a requirement of his existing CUP. He noted that the <br /> installation of this curbing would prevent his parking lot from draining <br /> properly. Therefore, he has submitted a new site plan relative to the CUP <br /> without the curbing and showing the required 11 parking spaces. Evans <br /> noted that the City Planner has identified that parking spaces #6 and #7 are <br /> too close to the property line and must be moved. Evans felt that he could <br /> reconfigure the site plan to move the parking spaces as recommended by <br /> the City Planner. <br />The City Planner noted that the City Engineer's report was drafted after <br />the planning report, and noted that there are a couple of items in conflict <br />between the Two reports. The City Engineer has noted that given the <br />drainage problems on this property, curbing would prevent the parking lot <br />from draining. The City Planner indicated thaC based on the City <br />Engineer's report he is amending his recommendation to allow for the <br />wider curb cut. However, parking spaces #6 and #7 would still have to be <br />relocated at least five feet back from the curb line. <br />Duray asked if Evans could relocate the two parking spaces. Evans felt he <br />had options on the property to relocate those parking spaces. He <br />
