MINUTES PLANNING COMMISSION AUGUST 10, 2006 suggested that it might work to leave space #7 as is and relocate space #6 on the side of the building where spaces #8 through #11 are located. He noted that there are some overhead doors on this side of the building that he would have to work around. The City Planner agreed there was likely adequate room to make the parking change. Duray asked about the curbing that was recommended. The City Planner noted that the City Engineer's opinion is that the curbing would prevent the parking lot from draining properly, thus impeding the functionality of the property. Therefore, the curbing requirement should be lifted and the wider curb cut allowed. The City Planner indicated thaC the property would have to comply with all other Zoning Code requirements and previous conditions imposed. The Planner indicated that the Code Enforcement Officer would include a review of all conditions to ensure compliance. McGraw asked when the parking space configuration would be determined. The City Planner suggested that if the Amended CUP is approved by the Council, City staff work with Mr. Evans to ensure that the parking spaces are in the proper location. All Mr. Evans would have left to do is stripe the parking spaces. Barraclough recommended approval of the Amendment to Conditional Use Permit for open and outdoor storage as an accessory use at 182 Ryan Lane as requested by Mr. David Evans subject to compliance with the recommendations of the City Engineer as outlined in his August 8, 2006 report and the recommendations of the City Planner as outlined in his report dated August 4, 2006 and as modified by the City Engineer relative to the curb cut, subject to parking spaces #6 and #7 be relocated to comply with City Code requirements, and subject to compliance with all City Code requirements and any previous CUP requirements. Motion seconded by Rheamne. Motion carried 6 - 0. AMENDMENT The City Planner reviewed his report dated August 7, 2006 relative to TO THE outdoor storage of vehicles and the parking of commercial vehicles. ZONING The Planner reported that staff has expressed concern that the Code CODE - does not clearly distinguish the difference between outdoor storage of COMMERCIAL vehicles and allowed parking of commercial vehicles. Therefore, an VEHICLES ordinance amendment has been drafted which expressly permits the overnight parking of company vehicles in business districts as distinguished from outdoor storage of materials and equipment. The
